To change from 9 kHz to 10 kHz turn the radio off, press and hold the "Up" tuning button and then press the power button at the same time. To change from 10 kHz to 9 kHz press and hold the "Down" tuning button and then press the power button at the same time.

Make sure you remove sticker on LCD or you will see weird printout on the display.  The unit is not defective.  Just remove the sticker.
